Chopping off peoples heads can be so embarrassing; shooting them can be so much more fun, that, is if you have a camera.
In all other cases it is a war crime and you might become the subject of true crime documentary.
Its also very messy and you might upset some really important folks. This means you will have to go into hiding for a long time.
So use a camera to shoot and chop off heads. It is much cheaper and safer not to mention less messy.
